School District Service Provision Methods
This survey simply seeks to learn the method of provision for many of the functions and services commonly provided by school districts and intermediate school districts.
The survey is divided into three sections:
- Instructional Services
- Special Education Services
- Non-Instructional Services
A brief description of each response is provided blow to facilitate completion of the survey. We distinguish functions as activities that occur to enable the teachers to teach or for the operation of the school district. Services are conceptualized as activities provided to educate pupils or otherwise benefit residents of the school district.
The responses are not necessarily mutually exclusive, there may be areas of overlap. For example, a school district may provide a service directly to its residents/students as well as to those in a neighboring school district through some sort of contract or agreement (in which case you would check columns b and d). Please try to choose the best response(s) to describe your district’s delivery arrangement for each type of service.
We hope to identify the functions/services each school district provides and the manner provided:
- Does not provide or contract for this service -- this is not an intermediate school district
responsibility
- Directly provides this service -- intermediate school district employees are responsible for
this function/service
- Also provides this service to constituent LEAs -- this function/service is provided to
constituent school districts through formal contract or long-standing arrangement
- Also provides this service by contract to other LEA(s) -- this function/service is provided
by contract to schools located in another ISD
- Also provides this service by contract to another ISD(s) -- another intermediate school
district contracts for this function/service
- Also provides this service to all ISDs (ISD of One) -- the work performed in your ISD is
shared with all other ISDs using the ISD of One philosophy
- Provides this service to private schools and home schools -- schools/students outside
public school settings benefit from provision of this function/service
- Also provides this service by contract to a general-purpose local government -- an
overlapping city, village, township, or county contracts for this function/service
- Jointly provides this service with another ISD(s) -- has a formal agreement with a
neighboring intermediate school district to cooperatively provide this function/service
- Jointly provides this service with the state -- has a formal agreement with the state to
cooperatively perform this function/service
- Jointly provides this service with a constituent LEA(s) -- has a formal agreement with a
school district to cooperatively provide this function/service
- Jointly provides this service with a college or university -- has a formal agreement with a
public or private college or university to cooperatively provide this function/service

- Jointly provides this service with private schools and home schools -- has a formal agreement with a
private school(s) or home schooled students to cooperatively provide this function/service
- Has this service provided by another ISD(s) -- has an agreement or contract with another intermediate
school district to perform this function/service
- Has this service provided by a nonprofit or private provider -- has an agreement or contract with a
nonprofit organization or private business to perform this function/service
- Has this service provided by the state -- has an agreement or contract with the state government
(MDE or other state department) to perform this function/service
- Has this service provided by a college or university -- has an agreement or contract with a public or
private college or university to provide this function/service
- Has this service provided by a constituent LEA(s) -- has an agreement or contract with a school district
to have that district perform this function/service for the whole ISD
- Has this service provided by a general-purpose local government -- has an agreement or contract with
an overlapping city, village, township, or county to provide this function/service
- Do not know how this service is provided -- unaware of the manner in which this function/service is
providedct’s delivery arrangement for each type of service.
