School District Service Provision Methods

This survey simply seeks to learn the method of provision for many of the functions and services commonly provided by school districts and intermediate school districts.

The survey is divided into three sections:

  • Instructional Services
  • Special Education Services
  • Non-Instructional Services

A brief description of each response is provided below to facilitate completion of the survey. We distinguish functions as activities that occur to enable the teachers to teach or for the operation of the school district. Services are conceptualized as activities provided to educate pupils or otherwise benefit residents of the school district.

The responses are not necessarily mutually exclusive; there may be areas of overlap. For example, a school district may provide a service directly to its residents/students as well as to those in a neighboring school district through some sort of contract or agreement (in which case you would check columns b/c and d). Please try to choose the best response(s) to describe your district’s delivery arrangement for each type of service.

We hope to identify the functions/services each school district provides and the manner provided:

  1. Does not provide or contract for this service -- this is not a school district responsibility
  2. Directly provides this service at the school building level -- school district employees in each building are responsible for this function/service
  3. Directly provides this service at the district level -- school district employees are centrally located or travel throughout the district for this function/service
  4. Also provides this service by contract to residents of another school district(s) -- another district contracts for this function/service
  5. Also provides this service by contract to a PSA(s) -- a public school academy (charter school) contracts for this function/service
  6. Also provides this service by contract to a private school(s) -- a private school contracts for this function/service
  7. Also provides this service by contract to a general-purpose local government -- an overlapping city, village, township, or county contracts for this function/service
  8. Jointly provides this service with another school district(s) -- has a formal agreement with a neighboring school district to cooperatively provide this function/service
  9. Jointly provides this service with an ISD(s) -- has a formal agreement with the intermediate school district to cooperatively provide this function/service
  10. Jointly provides this service with a PSA(s) -- has a formal agreement with a public school academy (charter school) to cooperatively provide this function/service
  11. Jointly provides this service with a private school(s) -- has a formal agreement with a private school to cooperatively provide this function/service
  12. Jointly provides this service with a general-purpose local government -- has a formal agreement with an overlapping city, village, township, or county to cooperatively provide this function/service
  13. Jointly provides this service with a college or university -- has a formal agreement with a community college, college, or university to cooperatively provide this function/service
  14. Has this service provided by an ISD(s) -- has an agreement or contract with an intermediate school district to perform this function/service
  15. Has this service provided by another school district(s) -- has an agreement or contract with another school district to have that district perform this function/service
  16. Has this service provided by a private provider(s) -- has hired, contracted with, or has a franchise agreement with a non-governmental private firm--for-profit or non-profit--for this function/service
  17. Has this service provided by the state government -- contracts with/works with the state government for this function/service
  18. Has this service provided by a general-purpose local government -- contracts with/works with an overlapping city, village, township, or county for this function/service
  19. Has this service provided by a college or university -- contracts with/works with a community college, college, or university for this function/service
  20. Do not know how this service is provided -- unaware of the manner in which this function/service is provided
